  • THE DRAFTING HISTORY OF THE AGREEMENT ON TEXTILES AND CLOTHING

    Long managed by developed countries through a complex system of quota restrictions on developing countries, international trade in textiles and clothing is currently governed under the Agreement on Textiles and Clothing (ATC). Negotiated in the Uruguay Round, ATC forms part of a series of agreements integral to the WTO.

    The publication contains a complete account of textile negotiations in the Uruguay Round, tracing the history of developments in the GATT since the Ministerial declaration of 1982 to the conclusion of the Round at Marrakesh in 1994. It provides an authoritative commentary on the meaning and negotiating intent of each paragraph of the ATC, along with its full text. It should be indispensable for enterprises and governments engaged in exporting and importing textile and clothing products.

    Ambassador Raffaelli was Chairman of the Textiles Surveillance Body in the GATT from 1982 to 1994. Mrs. Jenkins was Secretary of this Body.

  • PROSPECTS FOR EXPORTING TEXTILES AND CLOTHING TO THE UNITED STATES OVER THE NEXT DECADE

    Laura M. Baughman is an economist who has published extensively in support of efforts aimed at expansion and liberalisation of world trade, particularly in textiles and apparel. She is President of the economic consulting firm "The Trade Partnership", in Washington D.C., and, in preparing the current study, has been ably assisted by her colleague Kara M. Olson.

  • THE U.S. WOOL INDUSTRIES:  A BRIEF HISTORY OF PROTECTION AND ASSESSMENT OF CURRENT TRENDS
